Most countries have established mandatory environmental assessment (EA) procedures that must be carried out before national agencies can authorize projects likely to cause environmental harm. In recent years, many EA frameworks have also been applied as a tool to mitigate climate change. Based on a survey of national practice, this seminar will discuss whether and, if so, how EA can be used as a tool for climate change mitigation. In particular, we will consider whether and how EA can address indirect climate impacts (e.g., downstream emissions from fossil-fuel projects), appraise the “significance” of a project’s climate impact, and, overall, contribute to the mitigation of climate change.
